Welcome to the website of the Commission de développement des ressources humaines des Premières Nations du Québec (CDRHPNQ), also known in English as the First Nations Human Resources Development Commission of Quebec (FNHRDCQ). By accessing or using this website (the “Site”), you agree to these Terms of Use (the “Terms”). If you do not agree, stop using the Site. You confirm that you are of legal age in Québec, which is 18 years of age. If you are a minor, you use the Site with a parent or legal guardian’s consent. The French version of these Terms prevails. This English version is provided for convenience. If there is any discrepancy, the French version governs.
These Terms set out how the Site may be used, the rights and obligations of users and of CDRHPNQ FNHRDCQ, and our policies on privacy, cookies, security, intellectual property, accessibility, and other legal and ethical topics. They reflect applicable laws in Québec and Canada, including Law 25 in Québec and PIPEDA at the federal level. They also reflect cultural and legal considerations that relate to First Nations and Inuit communities, including respect for cultural content, informed consent, and collective intellectual property.
CDRHPNQ FNHRDCQ may amend these Terms at any time. The update date appears at the top of this page. Changes take effect on publication.
1. General provisions
1.1 Purpose and scope
These Terms govern access to and use of cdrhpnq-fnhrdcq.ca, owned and operated by CDRHPNQ FNHRDCQ. They apply to anyone who visits or uses the Site, its content, services, and online features, including information pages, articles, the media library, job and training listings, the interactive map of service centres, forms, and other tools. By accessing the Site, you accept these Terms. If you do not accept them in full, stop using the Site. These Terms form a binding agreement between you and the Commission.
CDRHPNQ FNHRDCQ may suspend or terminate your access to the Site without notice if you breach these Terms or for security, maintenance, or technical reasons.
1.2 Acceptance of the Terms
By browsing the Site or using its services, you acknowledge that you have read and accepted these Terms. In some cases, such as submitting a form, you may be asked to accept the Terms explicitly by ticking a box. Continued use of the Site means you accept the current Terms. The Commission may amend the Terms to reflect legal or functional changes. The updated version will be published on this page with the update date. Changes take effect on publication. You are responsible for reviewing the Terms and any notices posted on the Site. If you do not accept the changes, stop using the Site. The current version replaces any earlier version related to Site use.
1.3 Language of the Terms
The French version of these Terms prevails. An English version may be made available for convenience. If there is any difference in interpretation, the French version governs. French is the primary language of the Site.
1.4 Minors and legal capacity
The Site is intended for adults. By using the Site, you confirm that you have reached the legal age of majority in Québec, which is 18 years of age. If you are under 18, you use the Site under the supervision and with the consent of a parent or legal guardian. The Commission does not seek to collect or process personal information about minors without parental authorization. A parent or guardian who believes that a minor has submitted personal information without consent can contact us at info@cdrhpnq.qc.ca to request deletion.
1.5 Mission, values, and intended audiences
CDRHPNQ FNHRDCQ supports the personal and professional development of First Nations and Inuit in Québec and Labrador by helping community members move into employment and skills development. The Site’s content and services aim to support these communities in their learning and labour market journeys.
Our communications reflect core values: Respect, Identity, Integrity, Solidarity, and Commitment. The Site promotes an inclusive and caring approach that is attentive to the realities and diversity of First Nations and Inuit communities. Images, examples, and references highlight this diversity without stereotypes. We promote equal opportunity and respect for human rights, including those set out in the Québec Charter of Human Rights and Freedoms. No content should be read as discriminatory or exclusionary. We provide a space that reflects non discrimination and inclusion.
While the Site primarily serves First Nations and Inuit communities, it is open to anyone who is interested in our mission. Access is free and no account is required to browse. If a feature requires registration, we will set out the relevant conditions during sign up.
2. Protection of personal information
The Commission takes the protection of personal information collected via the Site seriously. We comply with Law 25 in Québec and the Personal Information Protection and Electronic Documents Act at the federal level. The principles below guide our data practices.
- Minimal collection and defined purposes. We collect only the information that is necessary for specific and legitimate purposes, such as processing a form or sending a newsletter. We apply data minimization. We clearly state collection purposes at the time we request information.
- Use of data. Information you provide through a form, such as contact, subscription, job posting, or application, is used only for the stated purpose. For example, contact form information is used to respond to your message. Employment applications are sent to the relevant HR team. We do not sell, rent, or exchange your data for unsolicited commercial purposes.
- Limited retention. We retain personal information only for as long as necessary to achieve the purposes for which it was collected, unless the law requires a longer period. After that, we delete or anonymize it securely. Retention schedules set out the applicable durations by data type. See the retention annex for details.
- Security and restricted access. We use appropriate technical and organizational measures to protect personal information and the Site from unauthorized access, alteration, loss, or disclosure. We use HTTPS to secure communications, apply regular security patches, maintain firewalls, and limit data access to authorized personnel who need it to perform their work. No measure offers absolute protection. We recommend safe practices when you interact online, such as protecting your credentials and avoiding suspicious links.
- Transparency and consent. Where required, for example for optional cookies or sensitive data, we seek your explicit consent. We explain in plain language how your data is used and retained. A cookie banner lets you set your consent for different cookie types. See section 3.
- Cross border transfers. If processing requires transferring personal information outside Québec or Canada, we implement safeguards such as contractual clauses and privacy impact assessments under Law 25. We favour Canadian service providers when possible.
2.1 Processing principles under Law 25 and PIPEDA
We apply the following privacy principles.
- Informed consent. We inform you about processing purposes and seek consent when required.
- Need to know access. Only authorized staff and providers with appropriate roles can access personal information.
- Data accuracy. We ask users to verify the accuracy of the information they provide. You can ask us to correct inaccurate or incomplete data about you.
- Limited retention. We keep your data only for the time that is necessary. We delete or anonymize it securely once legal or operational needs end.
- Transparency. We inform users about our privacy practices in these Terms and in our cookie information.
- Incident reporting. If a privacy incident involves personal information, we follow our incident response protocol. Depending on severity, we inform affected people and the competent authorities within the legal deadlines.
2.2 Individual rights
You have rights regarding your personal information. These include the right of access, rectification, withdrawal of consent, deletion, portability, and the right to lodge a complaint with the competent authority, which is the Commission d’accès à l’information du Québec or the Office of the Privacy Commissioner of Canada as applicable.
To exercise your rights, such as access, rectification, or deletion, contact the CDRHPNQ FNHRDCQ Privacy Officer at info@cdrhpnq.qc.ca. We acknowledge receipt quickly. We provide a response within 30 calendar days of receiving your request, subject to an extension for complex cases. Our reply will state the actions taken, as well as reasons for any refusal or limitation.
You can withdraw your consent to marketing or newsletter communications at any time by using unsubscribe links or by emailing info@cdrhpnq.qc.ca.
2.3 Collection and purposes
Through the Site we collect only the data needed in context, such as your name, email address, phone number, and organization. We collect this information for the stated purpose, such as contact, subscription, job posting, or application. Required fields are clearly marked. Optional fields can be left empty. If you contact us by email or through the Site’s official social media profiles, we retain only the information you provide, such as your name, email address, and message, so that we can reply or follow up.
We use your contact details, such as your email address, to reply to your initial request and to inform you about material changes to the Site. For promotional messages we seek your consent. We do not use your information for unsolicited commercial purposes. For example, newsletter data is used only to send the newsletter. Every email includes an unsubscribe link.
2.4 Retention and deletion
We retain personal information only for the time that is needed to achieve the purposes for which it was collected. After this period, we delete or anonymize it securely, unless the law requires longer retention. For example, contact form submissions may be archived for later reference, typically 12 to 24 months. Data linked to job postings is retained for the publication period plus an additional 6 months. Security logs are kept 12 to 18 months for compliance. See the detailed retention schedule in the annex.
3. Cookies and tracking
The Site uses essential cookies and other tracking technologies to improve navigation and analyze usage. A consent banner lets you accept or refuse optional cookie categories. The main categories are below.
- Essential cookies are required for the Site to function, such as session cookies. They are placed automatically without prior consent because they are necessary for the service.
- Functional cookies improve ease of use, such as remembering language or accessibility preferences. They are enabled by default and can be disabled through the banner or your browser settings without blocking access to core features.
- Analytics and performance cookies collect aggregated statistics on Site use, such as visits and pages viewed, to help us improve content and performance.
- Measurement of our communications refers to optional cookies used to measure our own mission related communications. The Site does not show third party targeted advertising.
You can change your cookie choices at any time through the preference module linked in the footer or cookie banner settings. Refusing optional cookies does not prevent access to the Site’s main content, though some features may be unavailable.
4. Digital accessibility
CDRHPNQ FNHRDCQ is committed to making the Site accessible in line with WCAG 2.1 AA. We apply accessibility best practices to provide an inclusive online experience for all users. In practice, we do the following.
- Use clear headings and labels, short paragraphs, and lists to improve readability.
- Provide alternative text for meaningful images and captions or transcripts for videos.
- Verify sufficient colour contrast between text and background.
- Use web templates and technologies that follow the POUR criteria: Perceivable, Operable, Understandable, and Robust.
- Offer a bilingual Site in French and English with a simple language switch available on every page.
- Treat accessibility as a process of continuous improvement through regular tests and audits.
- Accommodation. Anyone facing access barriers can contact us to request help or an alternative version.
5. Information security
We deploy technical and organizational measures to protect the Site from unauthorized access, intrusion, illegitimate modification, or data loss. These include HTTPS, regular updates, monitoring and firewalls, backup and restore mechanisms, and strict control of privileged access. We also train staff and partners on security best practices.
No platform is invulnerable. We cannot guarantee that Site access will be uninterrupted or error free. Temporary interruptions for maintenance or updates may occur. Keep your browser updated, avoid untrusted plugins, and report any suspicious behaviour.
If a security incident affects personal information, our internal protocol covers detection, isolation, assessment, and notification. Where required by law, we inform affected people and competent authorities within regulatory deadlines.
6. Intellectual property
The Site and all of its content are protected by Canadian and international intellectual property laws. Unless stated otherwise, these elements are the exclusive property of CDRHPNQ FNHRDCQ or its licensors.
You may view, download, and print content for personal, private, and non commercial use, with proper source attribution where applicable. Any other reproduction, adaptation, translation, publication, or exploitation is prohibited without prior written authorization.
- Do not republish our materials on another website or in another medium without permission.
- Do not use our photos, illustrations, logos, or graphics in your own documents without approval.
- Do not create substantial derivative works from our content without written authorization.
- Do not remove or alter copyright, trademark, or other legal notices.
- Do not exploit Site elements for commercial gain without express permission.
Trademarks and the Karahkwa badge. The names CDRHPNQ and FNHRDCQ, our logos, and the Karahkwa badge are protected. Any use requires written authorization and compliance with our Brand and Badge Policy (info@cdrhpnq.qc.ca).
Exception. Some content may be published under a Creative Commons licence. If so, the applicable licence is stated on that content.
7. Site use and user obligations
You agree to use the Site lawfully, properly, and respectfully.
- Comply with the law. Do not use the Site to commit or encourage illegal acts. Do not post content that violates others’ rights. We report criminal activity to the competent authorities.
- Act respectfully. Keep a courteous tone in any interactive areas. Do not insult, harass, spam, or flood with repetitive messages. Discriminatory speech is prohibited.
- Use content and services appropriately. Do not copy large volumes of content for republication, remove legal notices, solicit using contacts found here, or manipulate forms with false data.
- Keep the Site secure. Do not attempt to hack, scrape without authorization, inject code, deploy malware, access protected areas, or bypass protections.
Breaches may lead to warnings, suspension, content removal, and legal proceedings. You are responsible for content you submit.
7.1 Authorized use of content
Private viewing, downloading, and printing are allowed. Short extracts may be quoted with attribution. Any commercial or public exploitation requires permission. Do not remove legal notices. Do not misrepresent content when citing or sharing.
7.2 Prohibited uses and behaviours
- Posting or transmitting illegal content, including hate speech, child sexual abuse material, defamation, incitement to violence, or copyright infringement.
- Using injurious, harassing, threatening, or discriminatory language.
- Sending spam, flooding with repetitive or off topic messages, or posting unsolicited advertising.
- Hacking, probing, or manipulating the Site without authorization, including code injection and session hijacking.
- Interfering with normal operations or attempting to bypass technical protections.
- Using third party accounts or credentials without authorization or creating multiple accounts to manipulate features.
8. User generated content
The Site may offer spaces for user generated content. We moderate such content to ensure compliance with these Terms.
- Do not publish hate speech, racist, defamatory, or discriminatory content.
- Do not post harassing, obscene, or violent messages.
- Do not share private information about others or copyrighted material without authorization.
- Do not post unsolicited advertising or manifestly commercial content.
- Do not target individuals or groups with insults.
- Do not harm the cultural rights or traditions of First Nations or Inuit communities, including use of sacred elements without consent.
We may filter content automatically and then review it manually. A moderator decides to publish, edit, or remove content. Non compliant content may be removed without notice. A reporting mechanism is available at info@cdrhpnq.qc.ca.
9. External links and third party content
The Site may link to external websites and services and may display third party content. These are provided for information. We do not control external sites and are not responsible for their content or practices. The external site’s terms and privacy policies apply.
10. Disclaimer and limitation of liability
Information and services are provided “as is” and “as available,” without warranties of accuracy, completeness, or fitness for purpose. We do not warrant uninterrupted or error free operation. To the extent allowed by law, we disclaim liability for direct or indirect damages arising from use or inability to use the Site.
Site content does not constitute professional advice. For specific situations, consult a qualified professional.
11. Effective date, changes, and governing law
These Terms take effect on publication and remain in force until replaced. Updates follow an internal process. The French version governs in case of discrepancy. An English version may be published for convenience.
Governing law and jurisdiction. Québec law and applicable federal law of Canada apply. Courts of the judicial district of Québec have jurisdiction.
