🎯 Description:
The Operations Manager oversees all operational, regulatory, and administrative functions required for the effective operation of the Kahnawà:ke Cannabis Control Office (KCCO) and supports the Kahnawà:ke Cannabis Control Board (KCCB) and the Cannabis Health and Safety Committee (CHSC). This role ensures processes, procedures, communication, and service delivery meet the Kahnawà:ke Cannabis Control Law and federal legislation.
✅ Responsibilities:
Operations Management
• Monitor and oversee all KCCB and CHSC issues
• Act as primary liaison between KCCB, CHSC, Health Canada, MCK, Peacekeepers, and license holders
• Coordinate, participate in, and document all KCCB and CHSC meetings
• Manage daily operations of the KCCO
• Prepare and manage annual operating budget
• Develop and implement procedures ensuring quality assurance
• Assess operational needs and recommend improvements
• Oversee inspection schedules and reports
Permit Application Management
• Guide applicants through permit requirements and processes
• Ensure applications comply with the Kahnawà:ke Cannabis Control Law and federal cannabis legislation
• Review applications and amendments, submitting recommendations to the KCCB
• Coordinate background checks, criminal record checks, and membership verification
• Prepare public notices, permits, and renewals
• Report breaches of permit conditions
• Collect and remit applicable fees
Office & Administrative Management
• Process bills, verify purchase orders, and approve invoices
• Coordinate workshops, strategic sessions, meetings, and training
• Prepare correspondence, reports, and documentation
• Maintain confidential filing systems
• Provide reception services
• Order office supplies
• Manage reports and ensure accessibility for KCCB, Council of Chiefs, CHSC, and community members
• Collaborate with MCK Public Relations
• Ensure information from internal and external agencies is properly forwarded
💰 Salary: $1,290.00 – $1,457.25 per week (37.5 hours/week)
Contract Type: 52-week Fixed-Term, Full-Time (six-month probation)
Required experience and qualifications
⭐ Qualifications:
Education & Experience
• Bachelor’s Degree in Business Administration + 1 year experience OR
• DEC in Social Sciences + 3 years experience OR
• High School Diploma + 5 years experience
Skills & Knowledge
• Familiarity with the Kahnawà:ke Cannabis Control Law and federal cannabis legislation
• Excellent oral and written communication
• Strong organizational, interpersonal, and minute-taking abilities
• Ability to work independently with sound judgment and problem-solving skills
• Strong HR, file management, and budget management competencies
• Proficiency in Outlook, Microsoft Office 365, Excel, and Phillips SpeechEx Transcribe
• Strong time-management and ability to maintain confidentiality
• Professionalism, tact, and discretion
• Ability to communicate in Kanien’kéha and French is an asset
• Commitment to learning Kanien’kéha (required)
• Adherence to KCCB/KCCL and MCK employment policies
