Job description

The System Implementation and User Services Advisor must:
• Inform and support First Nations communities in Quebec regarding the implementation and
promotion of projects related to information management systems, including telehealth.
• Identify the needs and parameters of projects to be developed for the communities.
• Support the deployment of projects among health organizations (nursing stations, health centres,
etc.) and First Nations workers.
• Collaborate in identifying training needs, developing training and providing training to users.
• Develop and maintain a network of contacts with First Nations communities, organizations and
partners as well as with the various counterparts among the levels of government.
• Develop educational and promotional tools and ensure that they are updated.
• Coordinate and participate in various committees, meetings, consultation tables, etc.
• Ensure monitoring activities regarding new systems, applications and tools in order to issue
recommendations aimed at improving the services offered.

SPECIFIC RESPONSIBILITIES | User services component
• Provide customer service to users of various systems, applications and tools with respect to
application and technology aspects within the organization (Zoom, Office O365, etc.) and among the
communities (electronic medical record, telehealth, fax over IP, etc.), including anything related to the
production of statistics for accountability purposes.
• Provide customer service to community workers and FNQLHSSC staff and develop their skills related
to the use of systems, technology, applications and tools.
• Promote existing systems or applications (electronic medical record, teleophthalmology, etc.) and
new systems (teledermatology, fax over IP, patient portal, etc.) among the professionals concerned.

SPECIFIC RESPONSIBILITIES | Telehealth development component
• Develop and coordinate partnership agreements with communities and other stakeholders (private
companies, government organizations, etc.) with a view to implementing projects.
• Collaborate in the planning of health and social services projects (medical records, assessment tools,
etc.).
• Coordinate all stages of implementation (planning, partnership agreement, pre-implementation,
deployment, sustainability) for telehealth system projects.
• Analyze data in order to produce official documents, such as balance sheets, budget requests, etc.

Required experience and qualifications

Prerequisites and hiring conditions
• Bachelor’s degree in the field of health, social services or education.
• Two to three years of relevant experience, particularly in project management or training facilitation
and/or teaching.
• Great ease in popularizing information for users.
• Very comfortable with using information systems and technologies.
• Knowledge of data analysis (training in quantitative methods).
• Proficiency in Microsoft 365 and collaboration tools such as SharePoint and Zoom.
• Excellent command of French and English, both spoken and written.
• Availability to work outside normal business hours and to travel as required.
• A valid driver’s license.

Salary
The gross annual salary ranges from $54,454.40 to $67,067.00 and varies depending on the candidate’s
experience.
