Job description
Responsibilities
* Coordinate and manage human, financial and material resources in line with the organization’s directions and mid- and long-term strategy.
* Lead the operations of the finance, human resources, communications, information technology and administration departments under your responsibility.
* Monitor the organization’s daily operations to ensure efficiency and effectiveness.
* Participate in setting objectives and support the implementation of the organization’s strategic plan.
* Represent the organization on committees and at meetings and events both regional and provincial.
* Negotiate and manage contracts and service agreements.
More specifically:
* Financial management: Monitor and plan periodic financial reports, accountability reports and accounting and administrative activities. Support year-end and tax audits. Plan and allocate financial resources based on the organization’s short- and mid-term needs. Develop and implement the organization’s financial policies and procedures. Work to improve the financial management of the organization. Supervise the work of staff under your responsibility.
* Human resources management: Identify issues and needs surrounding organizational growth. Coordinate the development of HR projects and organizational development. Develop, implement, enforce and update HR policies, procedures and tools. Advise executive directors and managers on HR issues—staffing, pay, performance management, benefits, health and safety, etc. Supervise the work of staff under your responsibility.
* Communications management: Advise the FNQLSDI on communicating with First Nations and representing itself to First Nations. Supervise the work of staff under your responsibility.
* Administrative management: Ensure planning and management of the organization’s material and documentary resources in line with its directions and mid- and long-term strategy. Lead improvement projects. Supervise the work of staff under your responsibility.
* Information technology management: Administer contracts and subscriptions with IT service providers. Manage Office and Azure administrative platforms, user access and IT security. Lead implementation projects for new IT tools. Plan the purchase and maintenance of IT equipment.
* Office management: Administer the lease and rental spaces. Keep premises in good condition and lead improvement and maintenance projects.
Required experience and qualifications
Requirements
* Bachelor’s degree in administration, accounting, human resources, communications or other relevant field OR suitable combination of education, training and experience
* Graduate degree in a related field (business administration, accounting, human resources, etc.), an asset
* Five years’ experience in financial resources management
* Five years’ experience in human resources management
* Experience interpreting and enforcing financial policies and/or procedures
*Significant experience providing strategic leadership in policy development and implementation, an asset
* Knowledge and understanding of areas, principles and functional practices of HRM, including workforce planning, staffing, organizational development and effectiveness, performance management, classification, disability management and labour relations
* Knowledge of generally accepted accounting methods, accounting principles and auditing standards; proficiency in accounting software, an asset
* Knowledge of tools used to design and publish documents and visual aids, social media and web platforms
* Understanding of the needs of IT and networking operations and knowledge of the tools required, including Office and Azure administrative platforms
* Proficiency in the M365 environment and collaborative work tools (Teams, Zoom, etc.)
* Knowledge and understanding of First Nations cultures
