Job description
📋 Overview:
Under the direction of the General Manager of OCC Operations, Strategists support political priorities and strategic initiatives. Work includes research, stakeholder engagement, policy development, and assisting in intergovernmental negotiations. Three levels of responsibility are offered depending on education and experience.
🔧 Key Responsibilities:
Junior Strategist:
Provide planning and coordination support for assigned portfolios.
Review internal documentation (policies, procedures, historical records).
Track risks and support community engagement activities.
Prepare basic funding documentation.
Present portfolio updates to internal and external audiences.
Develop policy and research skills under supervision.
Strategist:
Independently manage complex projects and initiatives.
Prepare strategic work plans, communication tools, and policy positions.
Conduct jurisdictional scans and risk assessments.
Support Ratsénhaienhs during negotiations as technical advisors.
Mentor Junior Strategists.
Prepare and manage grant applications.
Senior Strategist:
Advise leadership on long-term strategies and governance structures.
Design political negotiation frameworks and high-level engagement plans.
Coordinate cross-portfolio initiatives with broad impact.
Secure major project funding and align it with political objectives.
Mentor junior and mid-level Strategists.
Lead strategic briefings and external communications.

Office-based with occasional evenings/weekends based on project needs
Moderate stress levels and occasional overtime expected

💼 Type: Indeterminate, Full-Time (6-month probation period)
🕒 Schedule: 37.5 hours per week (Monday to Friday, 8:30 a.m. to 4:00 p.m.)
💰 Annual Salary Range:
Junior Strategist: $60,021 – $65,773.50
Strategist: $69,342 – $75,972
Senior Strategist: $75,777 – $90,558
Required experience and qualifications
🎓 Education & Experience:
Junior Strategist:
Bachelor’s degree in Political Science, Indigenous Studies, Public Policy, etc., with <3 years’ experience
OR DEC + 3+ years
OR High School Diploma + 7+ years relevant experience
Strategist:
Bachelor’s degree + 7+ years’ progressive experience
OR DEC + 10+ years
OR Master’s degree + 3+ years
Senior Strategist:
Master’s degree + 7+ years in senior strategy/governance roles
OR Bachelor’s + 10+ years
OR 12+ years of extensive relevant experience (may substitute for formal education, upon evaluation)
🧠 Skills & Knowledge:
Strong research, writing, and presentation skills
Excellent judgment and discretion in handling confidential info
Stakeholder engagement and project coordination
Knowledge of agreements and processes involving Kahnawà:ke, Canada, Québec, municipalities, and other First Nations
Proficiency in Microsoft 365
Communication in Kanien’kéha or French is an asset
Willingness to learn Kanien’kéha
