📌 Title: Operations Manager – Kahnawà:ke Cannabis Control Office (KCCO)
🏢 Organization: Office of the Council of Chiefs
📍 Location: Kahnawà:ke, Quebec
📅 Duration: Six (6) Month Fixed-Term, Full-Time – Three (3) Month Probation Period

💰 Salary: $1,290.00 – $1,457.25 per week (37.5 hours per week)

🎯 Job Description:
The Operations Manager is responsible for managing all operational and regulatory requirements related to the successful functioning of the Kahnawà:ke Cannabis Control Office (KCCO).
This role oversees the overall coordination of the Kahnawà:ke Cannabis Control Board (KCCB), internal and external resources, including the Cannabis Health and Safety Committee (CHSC).
The incumbent is accountable for developing and implementing operational procedures, managing budgets, and ensuring accurate and consistent communication and information flow within the organization.

Key Responsibilities:

Operations Management

  • Monitor and oversee all matters related to the KCCB and CHSC.

  • Serve as the primary contact between KCCB, CHSC, Health Canada, MCK, Peacekeepers, and license holders.

  • Coordinate, attend, and take minutes for KCCB and CHSC meetings.

  • Manage the daily operations of the KCCO.

  • Prepare and submit the annual operating budget for KCCB approval.

  • Manage and monitor approved budgets.

  • Develop and implement operational procedures to ensure quality assurance.

  • Assess operational needs and make recommendations to the KCCB.

  • Receive inspection reports and monitor inspection schedules.

Permit Application Process Management

  • Communicate the permit application process, requirements, and conditions to clients, acting as liaison between applicants and the KCCO.

  • Review permit applications to ensure compliance with the Kahnawà:ke Cannabis Control Law and federal cannabis regulations.

  • Make recommendations for approval to the KCCB.

  • Coordinate criminal record checks, background checks, and membership verification for all applicants.

  • Prepare public notices, permits, and renewals as directed by the KCCB.

  • Inform the Board of any breaches of permit conditions.

  • Collect and remit applicable fees.

General Office Management and Administrative Support

  • Process bills, secure purchase orders, and verify invoices and acquisitions.

  • Coordinate special workshops, strategy sessions, meetings, and training.

  • Prepare correspondence, reports, and other documentation as required.

  • Maintain accurate, up-to-date, and confidential filing systems.

  • Provide reception services for the KCCB office.

  • Manage reports and data, ensuring accessibility for the KCCB, Council of Chiefs, CHSC, and community members.

  • Collaborate with MCK Public Relations for public service announcements and website content.

  • Ensure that information from the CHSC, Peacekeepers, inspectors, and external agencies is communicated to the KCCB.

🏢 Working Environment:

  • Standard five-day work week within a normal office environment.

  • Moderate overtime required.

  • Moderate stress level.

Required experience and qualifications

Qualifications:

Education and Experience

  • Bachelor’s Degree in Business Administration and at least one (1) year of relevant experience; OR

  • DEC in Social Sciences and at least three (3) years of relevant experience; OR

  • High School Diploma and at least five (5) years of relevant experience.

Knowledge, Skills, and Abilities

  • Working knowledge of the Kahnawà:ke Cannabis Control Law and the functions of a regulatory body.

  • Familiarity with the requirements of the federal Cannabis legislation.

  • Excellent oral and written communication skills.

  • Strong organizational and interpersonal skills.

  • Proficiency in minute-taking and administrative documentation.

  • Ability to work independently with initiative, sound judgment, and effective problem-solving skills.

  • Competence in human resources, file management, and budget control.

  • Proficient in Outlook, Microsoft Office 365, Excel, and Phillips Speech Ex Transcribe.

  • Demonstrates tact, discretion, and professionalism in all interactions.

  • Maintains strict confidentiality at all times.

  • Adheres to KCCB, KCCL, and MCK employment policies.

  • Knowledge of Kanien’kéha (Mohawk) and French is considered an asset.

  • Willingness to learn the Kanien’kéha language is required.
