Job description

🎯 Description :

JCCBI is seeking a Director, Program and Digital Transformation (temporary until March 31, 2030) to lead major digital initiatives, including ERP integration, AI deployment, and BIM implementation. This position oversees project portfolios, ensures alignment with organizational priorities, and drives change management and process optimization across the Corporation.

✅ Responsibilities:

General:

  • Align digital projects with mission, priorities, and regulations.

  • Supervise action plans, budgets, schedules, and deliverables.

  • Manage large-scale digital projects using Agile, Lean, PMI, or hybrid methodologies.

Governance and Coordination:

  • Advise senior management on project prioritization and resource allocation.

  • Maintain communication with internal and external stakeholders.

  • Participate in governance committees and prepare progress reports.

  • Resolve cross-project issues, including data governance and skill development.

Integrated Project Management:

  • Develop and maintain project management frameworks.

  • Manage multiple projects through all stages: analysis, design, development, implementation, post-deployment.

  • Prepare business cases, charters, roadmaps, and project plans.

  • Supervise budget management and resource optimization.

  • Harmonize project management practices across ERP, AI, BIM initiatives.

  • Oversee tendering processes and vendor assessments.

Risk Management and Compliance:

  • Identify, assess, and mitigate strategic, operational, and technological risks.

  • Ensure cybersecurity, regulatory compliance, and operational continuity.

  • Conduct audits and quality reviews at all project stages.

Performance Monitoring and Control:

  • Establish dashboards for project progress, costs, risks, and quality.

  • Draft reports for senior management and the Board.

  • Monitor benefits such as cost reduction, efficiency gains, and solution adoption.

Optimization, Innovation, and Change Management:

  • Recommend innovative solutions to enhance project outcomes.

  • Implement lessons learned and continuous feedback loops.

  • Collaborate with change management specialists to drive adoption.

  • Supervise training, communication, and post-deployment support.

  • Proactively manage resistance to change and adapt support strategies.

💰 Salary:

Basé sur l’expérience et le niveau de responsabilité (non spécifié).

Required experience and qualifications

Qualifications :

  • Undergraduate degree in engineering, computer science, project management, information systems, or related field.

  • Minimum 10 years managing large-scale, complex projects (digital transformation, ERP, AI, BIM).

  • Proven experience managing multi-partner projects, IT risk, and data governance.

  • Proficiency in PMBOK, PRINCE2, Agile/Hybrid methodologies, and project management tools (MS Project, Primavera, Jira, Confluence).

  • Familiarity with ERP solutions, BIM platforms, and AI tools.

  • Skills in data analysis and performance monitoring (Power BI, Tableau).

  • Knowledge of IT governance standards (COBIT, ISO 27001, ITIL).

  • Excellent bilingual communication skills (French and English).

Atouts :

  • Master’s in project management, business administration (MBA), or IT.

  • Professional certifications: PMP, PgMP®, PRINCE2, Scrum Master, BIM, ITIL.

  • Experience in public or parapublic sector projects.
