🎯 Description
JCCBI is seeking a Chief, Procurement for an 18-month temporary mandate. The selected candidate will support the Procurement Directorate in modernizing and optimizing procurement processes, while providing proactive leadership and ensuring compliance with governmental frameworks and the organization’s strategic objectives.
✅ Responsibilities
• Provide proactive leadership to the procurement team.
• Support the Director, Procurement in strategic functions.
• Modernize and update procurement processes, procedures, and best practices.
• Promote optimal use of financial, human, and technological resources.
• Support team members in developing their professional skills and knowledge.
• Ensure a balanced distribution of responsibilities to maximize value creation.
• Propose innovative procurement solutions and collaborate in their implementation.
• Develop a procurement strategy and business approach that fosters relationships with First Nations.
• Contribute to the re-engineering and modernization of procurement processes.
• Define orientations, objectives, and priorities aligned with corporate strategy.
• Ensure compliance with policies, procedures, processes, and delegation of authority.
• Advise managers and act as a subject-matter expert in procurement.
💰 Salary

Required experience and qualifications
⭐ Qualifications
• Bachelor’s degree in Business Administration, Business Law, or a related field.
• Minimum 10 years of management-level experience in purchasing or procurement, ideally in roadwork, infrastructure, or construction.
• Strong expertise in procurement management, including public-sector tendering rules.
• Knowledge of government procurement practices.
• Excellent verbal and written communication skills in both official languages.
• Advanced proficiency with Microsoft Office (Word, PowerPoint, Outlook).
Assets
• Member of the SCMA (Supply Chain Management Association).
• Experience implementing an ERP system, particularly a Procurement module.
